WA Environmental Offsets Guidelines
Summary:

These guidelines complement the WA Environmental Offsets Policy 2011 (offsets policy) by clarifying the determination and application of environmental offsets in Western Australia. Application of these guidelines will ensure that decisions made on environmental offsets are consistent and accountable under the Environmental Protection Act 1986.

These guidelines expand on the offsets policy to ensure that the basis for decision-making on environmental offsets is understood by decision-makers, government officers, industry and the community and consistently applied by decision-makers.

These guidelines, together with the Environmental Offsets Register, will ensure transparency in the determination and application of offsets, while also providing a basis for auditing, compliance and enforcement.

The EPA's Environmental Protection Bulletin No. 1 - Environmental Offsets - Biodiversity clarifies how the EPA will consider offsets through the environmental impact assessment (EIA) process.

WA environmental offsets template: This template is for use in Environmental Review Documents where offsets are a key environmental factor. For more details on using this template, please see the WA Environmental Offsets Guidelines. [The template is provided as a zip file of an Excel spreadsheet.]

A review of subterranean fauna assessment in Western Australia - Discussion paper
Summary:

Impacts on subterranean fauna are assessed as part of the Environmental Protection Authority's (EPA) process to determine the environmental impacts of proposals. Although subterranean fauna has only been a key environmental factor since the mid-1990s, much has been learned in that time and about 40 major projects have included the factor. The EPA is interested in understanding the changing state of knowledge, legal and policy drivers, effectiveness of current assessment practices and potential opportunities to improve the way in which assessment is done and has prepared a discussion paper.

A review of subterranean fauna assessment in Western Australia summarises developments in subterranean fauna science, how the EPA’s assessment of subterranean fauna has changed over time, concerns with current EPA guidance statements, and provides some options for the future direction of subterranean fauna assessment.

The EPA invited comments on the discussion paper in March 2012. The feedback will contribute to the development of an Environmental Assessment Guideline, which will provide advice to proponents on future requirements for environmental assessment of subterranean fauna.
