Environmental and health performance of waste to energy technologies

Summary:

Advice of the Environmental Protection Authority to the Minister for Environment under Section 16(e) of the Environmental Protection Act 1986

On 16 November 2011, the Minister for Environment wrote to the Chairman of the Environmental Protection Authority (EPA) and the Chairman of the Waste Authority, requesting that the two Authorities investigate the environmental and health performance of waste to energy technologies internationally.

This request sought information on:

  • legislation for the establishment and operation of waste to energy facilities, focussed on emissions, in jurisdictions where these facilities currently exist;
  • current emissions from established and operating best practice facilities; and
  • current and historical level of compliance of these facilities.

The Minister requested that the information gathered be from full-scale, commercial plants that process municipal solid waste (MSW) and from a variety of technology types.

To assist with this investigation, WSP Environment and Energy Ltd were engaged to undertake a technical review of waste to energy plants around the world. These technical reports are attached. The reports provide detailed information to address the issues identified by the Minister for Environment. This advice from the EPA and Waste Authority draws on the technical advice to make recommendations that are relevant to the Western Australian situation.

Advice on Conservation Values and Review of Nature Reserve Proposals in the Lake Cronin Region

Summary: This document was developed as a result of advice requested in November 2004 by the (then) Minister for the Environment, Dr Judy Edwards, from the EPA under Section 16(e) of the Environmental Protection Act (1986).
In 1975, the EPA recommended "that Lake Cronin and an adequate area around the lake should be made a Class 'A' reserve for the Conservation of Flora and Fauna, to be vested in the WA Wild Life Authority" (recommendation 11.10, EPA 1975).
Due to competing interests, only a small area consisting of 1015 hectares (ha) around the lake was gazetted as a formal Nature Reserve in 1980. Henry-Hall (1990) reviewed the values of the area and recommended that the values could best be protected by the establishment of a large reserve consisting of approximately 113,250 ha.

Summary: The Minister for the Environment requested the Environmental Protection Authority (EPA) to undertake a review of the implementation conditions in Ministerial Statement 655 for the Perth Metropolitan Desalination Proposal on 18 May 2005. Port of Esperance Noise Regulation 17 Variation

Sand excavation lot 242 Corio Road, Pinjarra - extension of approval.

Summary: The Sand Extraction proposal at Lot 242 Corio Road Pinjarra was initially referred to the EPA in December 1990, and a level of assessment was set at Consultative Environmental Review.

Ministerial Statement 198 was published in November 1991, granting approval subject to the implementation of conditions, including Condition 10 which requires the proposal to be substantially commenced within five years of the date of the Statement. The proposal has not been implemented to date.

A change to Condition 10 under section 46 of the EP Act is being sought to allow the proponent an extension of time in which to implement the proposal. The EPA has assessed the requested change in order to determine whether the project can be managed under the existing conditions to meet the EPA's objectives.

Application by Talison Greenbushes mining Operations for a noise Variation under Noise Regulation 17

Summary: Talison acquired the Greenbushes mining operations from Sons of Gwalia Ltd in August 2007, and has since been conducting the same mining operations as those of Sons of Gwalia Ltd. In July 2008 Parliamentary Counsel's Office (PCO) advised the Department of Environment and Conservation (DEC) that a fresh application and EPA assessment would be required because of the change of occupier.
The EPA's assessment of the application has therefore been conducted on this basis, and this letter forms the EPA's Report under regulation 17(3).

Jack Hills iron ore mine project ministerial statement 727 - Proposed change to environmental conditions under S46 of the EP Act

Summary: The proposal for the brick and tile works at Malaga was initially assessed by the EPA in 1987. In 1994 an amendment to the proposal was assessed. This amendment related to the subdivision of part of the brickworks site and did not alter the operation of the brickworks in any way. Since 1987 more has become known about brickwork emissions. As a result the conditions imposed on the proposal in 1987 are out-dated.
