Summary: Hadson Australia Development Pty. Ltd., on behalf of a group of joint venturers, proposes to develop a gas field which is near the Harriet Oil Field on the North -West Shelf, 20 km northeast of Barrow Island. This will involve a gas pipeline to collect the gas from four small gas fields and bring it to Varanus Island where it will be treated at an already approved gas processing facility before being piped to the mainland and connected to the State Electricity Commission of Western Australia's (SECWA) Dampier-Wagerup pipeline.

Proposed Collie power station

Summary: In recent years, power supply options for Western Australia have been reviewed to determine the best options available to the State. A great deal of public debate occurred with much of it focusing on whether it should be a coal or gas-fired base load power station. At first, a private power generating facility 28 km north-east of Jurien and near Mount Lesueur, an area proposed for nature conservation, was released for public review as required under the Environmental Protection Act, 1986. Next, the State Energy Commission of Western Australia (SECWA) came forward with a proposal for a power station located in the State's south-west, 8 km east-north-east of Collie.

Mining diatomaceous earth at Lake Gnangara, Wanneroo

Summary:

Magic Soil Ply Ltd has submitted a Notice of Intent to the Environmental Protection Authority for a proposal to mine diatomaceous earth at Lake Gnangara in the City of Wanneroo. The area comprises three gazetted C Class reserves (numbers 8399, 27278 and 27279) for recreation, vested with the City of Wanneroo, and is part of the System 6 Recommendation M8 relating to the Wanneroo Wetlands Eastern Chain.

The existing environment and the potential impacts from the mining operation have been assessed utilising information provided in the proponent's Notice of Intent, the EPA System 6 Red Book Report, reports prepared by the Wetlands Advisory Committee, 1977, which included a draft plan of management for Lake Gnangara, and EPA Bulletin 266, Notes on Perth's Wetlands, (in press). The most relevant conclusion derived from the latter reports is that deepening the lake to increase the area of permanent water may be environmentally beneficial to the water quality.

The main issues related to Aboriginal concerns, hydrological aspects, ecological considerations, water quality deterioration and the necessity for the mining plan and rehabilitation proposals to conform with the City of Wanneroo's plans for the reserve.

The System 6 recommendation for the lake endorses Wanneroo City Council's Circular Lakes Landscape Enhancement Area Plan which recognises that recreation be a priority use, that the area has mineral potential, that fringing vegetation should be protected from the effects of mining and that the lake should be rehabilitated after mining. The Authority considers that the development of the recreational use of Lake Gnangara will take the pressure off the other lakes in the region and that the proposed mining operation will assist the development of recreational uses.

The Authority's recommendations on the Magic Soil Ply Lld mining proposal are specific to Lake Gnangara and to the proposal and are not a precedent for other mining proposals in wetlands.

Environmental and health performance of waste to energy technologies

Summary:

Advice of the Environmental Protection Authority to the Minister for Environment under Section 16(e) of the Environmental Protection Act 1986

On 16 November 2011, the Minister for Environment wrote to the Chairman of the Environmental Protection Authority (EPA) and the Chairman of the Waste Authority, requesting that the two Authorities investigate the environmental and health performance of waste to energy technologies internationally.

This request sought information on:

  • legislation for the establishment and operation of waste to energy facilities, focussed on emissions, in jurisdictions where these facilities currently exist;
  • current emissions from established and operating best practice facilities; and
  • current and historical level of compliance of these facilities.

The Minister requested that the information gathered be from full-scale, commercial plants that process municipal solid waste (MSW) and from a variety of technology types.

To assist with this investigation, WSP Environment and Energy Ltd were engaged to undertake a technical review of waste to energy plants around the world. These technical reports are attached. The reports provide detailed information to address the issues identified by the Minister for Environment. This advice from the EPA and Waste Authority draws on the technical advice to make recommendations that are relevant to the Western Australian situation.
