Clearing of 255 Hectares of Native Vegetation Swan Locations 5433 and 5434 Gingin

Summary: This report provides the advice and recommendations of the Environmental Protection Authority (EPA) to the Minister for the Environment on the environmental factors relevant to the proposal by Nebru Nominees Pty Ltd to clear approximately 265 hectares of native vegetation for the establishment of Tagasaste, a perennial fodder crop species. The area of vegetation proposed for clearing is located on the proponent's farming property, Swan Locations 5434 and 5433, near Mogumber West Road approximately 35 kms north of Gingin. The area is part of a formerly more extensive area of native vegetation recommended for reservation and protection by the EPA through the 1983 System 6 Recommendations.

Environmental and health performance of waste to energy technologies

Summary:

Advice of the Environmental Protection Authority to the Minister for Environment under Section 16(e) of the Environmental Protection Act 1986

On 16 November 2011, the Minister for Environment wrote to the Chairman of the Environmental Protection Authority (EPA) and the Chairman of the Waste Authority, requesting that the two Authorities investigate the environmental and health performance of waste to energy technologies internationally.

This request sought information on:

  • legislation for the establishment and operation of waste to energy facilities, focussed on emissions, in jurisdictions where these facilities currently exist;
  • current emissions from established and operating best practice facilities; and
  • current and historical level of compliance of these facilities.

The Minister requested that the information gathered be from full-scale, commercial plants that process municipal solid waste (MSW) and from a variety of technology types.

To assist with this investigation, WSP Environment and Energy Ltd were engaged to undertake a technical review of waste to energy plants around the world. These technical reports are attached. The reports provide detailed information to address the issues identified by the Minister for Environment. This advice from the EPA and Waste Authority draws on the technical advice to make recommendations that are relevant to the Western Australian situation.

Proposal to Change Plant Processes and Waste Acceptance Criteria at the Brookdale Liquid Waste Treatment Facility

Summary: The Brookdale Liquid Waste Treatment Facility (LWTF) has been operating under environmental approvals since 1988 as a septage treatment plant. The facility was also licenced by the Department of Environmental Protection (DEP) to receive some specific types of hazardous liquid waste for treatment to render them nonhazardous or utilised on-site as reagents for treating other liquid wastes. Amendments to Part VIIB of the Environmental Protection Act in 1998 provided for the EPA to accept responsibility from the DEP for monitoring or causing to be monitored this facility in accordance with both licence conditions and environmental approvals.

Addition of a Downstream Solids Plant to AGR's Liquid Sodium Cyanide Plants, Kwinana

Summary: Australian Gold Reagents Pty Ltd (AGR) is a joint venture between Wesfarmers CSBP Limited (CSBP) and Coogee Chemicals Pty Ltd and was formed to manufacture and market sodium cyanide. It is located south-east of CSBP's operations and to the west of Coogee Chemicals. AGR currently operates two liquid sodium cyanide plants at Kwinana, that have the capacity to produce a combined total of 70,000 tonnes per annum (tpa) of sodium cyanide (calculated on a 100% sodium cyanide basis) as a 30% solution. There are a number of Ministerial Statements relating to AGR's operation. In October 1987, the Minister for the Environment approved a proposal by AGR to construct a 15,000 tpa sodium cyanide plant at Kwinana and transport the sodium cyanide by rail out of Kwinana to specified rail heads and then by road to mine sites for gold extraction (Ministerial Statemen t No. 6). AGR obtained approval to construct a duplicate plant in August 1989, to produce a combined total of 30,000 tpa of liquid sodium cyanide (Ministerial Statement No. 73).

The first and second reviews were for expansions of the proposal and the third review was for an extension of the approval period, which had expired in December 1995. Advice on aspects of Bush Forever

Summary: This is not an assessment of the Environmental Protection Authority under Part IV of the Environmental Protection Act 1986. The EPA strongly endorses Bush Forever as a sound approach for providing formal recognition of the value of Perth’s biodiversity and a commitment to a comprehensive plan for its conservation. There is an opportunity in Perth, unlike many other capital cities in the world, to conserve and maintain examples of much of the city’s rich natural biological heritage. Bush Forever is a key government initiative of long-term significance in achieving this objective. Bush Forever provides a framework for environmental planning for Perth that goes beyond biodiversity conservation, linking the landscape, cultural, community and educational values that help define the character and identity of this city.
