Summary: A proposal to subdivide Swan Location 2703 Nisa Road, Pinjar within the Shire of Wanneroo was first referred to the Environmental Protection Authority by the Department of Planning and Urban Development.in February 1993. The subject land, located on the western side of Lake Pinjar, is 66 hectares in area and the proposal seeks to divide the land into three lots of 22 hectares (Figure 1).

Metropolitan Region Scheme Amendment No. 932/33 - North-West Corridor Alkimos - Eglinton

Summary: The Metropolitan Planning Council, under delegated power from the State Planning Commission has initiated a major amendment (amendment No.932/33) to the Metropolitan Region Scheme for the North-West Corridor (Alkimos - Eglinton) of the Metropolitan Region. The State Planning Commission released the amendment for a three month public submission period which ends on 10 December 1993. The amendment is wholly within the boundaries of the City of Wanneroo and can be seen in Figure 1.

Sustainable development and the Kwinana Industrial Area

Summary: The Environmental Protection Authority (EPA) has produced this position paper in order to emphasise its long term, consistent environmental protection strategy for the Kwinana Industrial Area, and to reinforce the environmental protection standards that are required of industry. This is timely in view of continuing debate concerning expansion of the industrial capacity and efficiency of the Kwinana Industrial Area. The issues to which these standards related include protection of the Cockburn Sound marine environment, protection of the System 6 areas, air quality, groundwater quality, and environmental risks and hazards.

Westfield septage treatment plant

Summary: In March 1988 the Health Department of Western Australia, the proponent, requested that the waste receival time on Saturday at the Westfield Treatment Plant be changed from 9.00 am to 12.00 noon to 7am to 4.00pm. During its assessment of this request (EPA Bulletin 348) the EPA, after consulting with the City of Armadale and other decision making authorities, found the change acceptable. The EPA reported to the Minister for the Environment in August 1988 that the proposal was acceptable. In October 1988 the Minister for the Environment issued his statement that the proposed change was acceptable. However, as a result of a typing error in that statement, the new time for receiving waste on Saturday read 9.00am to 4.00pm and not 7.00am to 4.00pm as assessed.

Water catchment and dam development, Mt Hampton, South of Southern Cross

Summary: This proposal by the Water Authority of Western Australia is to harvest and store water from a large, high granite outcrop known as Mt Hampton. Mt Hampton is located in a reserve for the purpose of "Water and Conservation of Flora and Fauna" about 60 km south-west of Southern Cross. The proponent has endeavoured to demonstrate to the Environmental Protection Authority that this proposal can be implemented without a significant impact to, or reduction of, conservation values of both the reserve and the flora and fauna at the base of Mt Hampton.

Trial use of 1080 to control feral goats In Western Australia

Summary: The Agricultural Protection Board has been undertaking shooting and mustering control of feral goats in accordance with the Feral Goat Eradication Programme. This programme is run in conjunction with Local Conservation District Committees (LCDCs). While this operation has been successful in some areas, the Western Australian goat population has the potential to increase at a rate of up to 70% per annum. In addition, a different approach is required to control goats in areas where terrain or financial constraints prevent the use of conventional control methods.

Widespread use of bauxite residue, Peel-Harvey coastal plain catchment

Summary: The Western Australian Department of Agriculture has agreed to be nominated as the proponent to facilitate the widespread use of bauxite residue in the Peel-Harvey Coastal Plain Catchment. The Department of Agriculture has pursued this proposal to fulfil its dual role in the Peel-Harvey Coastal Plain Catchment of developing sustainable agriculture and reducing phosphorus loads to the Peel-Harvey Estuary. In accepting a role as proponent the Department of Agriculture is expected to also have a role in marketing of bauxite residue and ensuring any environmental conditions set by the Minister for the Environment in response to this assessment are met.

Proposed bypass of Greater Eastern Highway at Northam

Summary: The Great Eastern Highway presently runs through the Town of Northam ( see Figure 1 for location). This current alignment has inherent problems for local traffic in terms of congestion and the frequency of accidents. Further problems include noise and visual pollution caused by traffic, particularly heavy vehicles. To alleviate these problems, three different alignments around the town have been put forward by Main Roads Western Australia for environmental impact assessment.

Roe Highway, Stages 3 to 5, Welshpool Road to South Street

Summary: Main Roads of Western Australia has proposed to build further portions of the Roe Highway from Welshpool Road, Beckenham to South Street, Canning Vale. Main Roads has indicated that Roe Highway will provide access to areas of manufacturing concentration and access to the termini of National Highways, airports, ports, freight forwarding centres and major rail heads. In summary, Roe Highway along with Reid and Tonkin Highways, will join other arterial roads to provide easy access to these commercially significant centres from all districts throughout the Perth region.

Proposed gold mine in 'C' Class Nature Reserve 18584 Rutherford's Reward, Westonia

Summary: Rutherford Resources Pty Ltd proposes to develop a gold deposit in 'C' Class Nature Reserve No 18584 near Westonia, halfway between Southern Cross and Merredin in the eastern wheatbelt (Figure 1). The reserve has important conservation value due to the small area of land set aside for nature conservation in the wheatbelt. Mining is a potentially acceptable land use in 'C' Class Nature reserves under Government Policy if a proposal is considered to be environmentally acceptable.

Murrayfield airpark and resort complex

Summary: The Environmental Protection Authority assessed a proposal by the Royal Aero Club (RAC) and Hawkview Holdings Pty. Ltd. to construct an airpark involving a resort complex, expanded airstrip utilities and a nine hole golf course at lots 11 and 12 Nambeelup Road, Nambeelup in the Shire of Murray in July 1992. The site for this development is indicated on Figure 1. In view of the potential environmental impacts associated with this development, proposal was assessed by the EPA as a Consultative Environmental Review (CER).

Carnarvon fascine development

Summary: In June 1990 the Shire of Carnarvon forwarded to the Environmental Protection Authority a proposal to construct an urban, recreational and canal development within the Fascine area adjacent to the Carnarvon townsite. In summary, the development involves dredging of the Fascine waterway, the filling of low-lying areas adjacent to the waterways and construction of urban development in eight stages, a canal estate, the establishment of a caravan park and hotel/motel facility, and the construction of a yacht club/marina facility. The site and details of the proposed development are illustrated in Figures 1 and 2.

Iron ore export through Esperance

Summary: The Esperance Port Authority is the proponent for a proposal to export 1.5 million tonnes of iron ore per year through the port of Esperance. The ore would be mined by Portman Mining at Koolyanobbing and transported by Westrail via the upgraded rail link to the port of Esperance for loading onto ships. During the assessment process, the Port Authority substantially changed the proposal, particularly in response to the local community's concerns.
