Increase in alumina production to 3.3 million tonnes per annum at Wagerup Alumina refinery, and associated bauxite mining activities

Summary: The proponent, Alcoa of Australia Ltd (Alcoa), proposes to increase the capacity of its Wagerup Refinery, located about 120 km south of Perth (Figure 1), from the current 1.7 million tonnes of alumina per annum (M tpa) to 3.3 M tpa, with a proportionate increase in production of bauxite from the mobile mining operations, currently located about 8 km east of the refinery (Figure 2).

Collie Power Station Wastewater Management and Disposal System

Summary: A proposal by the proponent Western Power Corporation (formerly the State Energy Commission of WA), to build a new coal-fired power station 8 km north-east of Collie producing a nominal 600 MW of electricity received environmental approval from the Minister for the Environment in June 1991. An Environmental Condition of the approval was that SECWA submit a detailed proposal for wastewater treatment and disposal for separate environmental approval.

Onslow Solar Salt Project, Onslow

Summary: The Environmental Protection Authority herein reports on the environmental implications of the proposed withdrawal of three conditions from the Minister for the Environment's 1991 statement of approval for the Onslow Solar Salt project near Onslow. Onslow Salt Pty Ltd, the replacement proponent for Gulf Holdings Pty Ltd, is finalising the design of the saltfield and considers that the three conditions are not now required in view of the latest information on the protection of arid zone mangroves from the impacts of saltfields.

Bunbury Harbour City - Marlston Hill development - proposed changes to environmental conditions

Summary: This development was assessed by the EPA and approved by the Minister for the Environment in 1992, and environmental conditions were set in 1993. The Marlston Hill site is located north of the Bunbury CBD. The site has been used previously for industrial purposes including storage of petroleum products, railway workshops, a sewage treatment plant and grain storage facilities. LandCorp and the South West Development Commission propose to redevelop the site for residential purposes.

Pinjar Gas Turbine Power Station: Environmental Review and proposed combined cycle extensions

Summary: The proponent, Western Power Corporation (formerly the State Energy Commission of WA), proposed development of the Pinjar gas turbine power station (Pinjar Station) in 1988. The proposal called for the installation of eight Frame 6, 37 Megawatt (MW) open cycle gas turbines. Transport of Sodium Cyanide Solution from Kwinana - Change to environmental conditions

Summary: In 1987, the EPA assessed a proposal by Australia Gold Reagents Pty Ltd (AGR) to construct and operate a sodium cyanide plant in Kwinana and recommended that road transportation of sodium cyanide solution was unacceptable within a "defined area of concern", that is 50km of the Perth GPO and designated surface and groundwater catchment areas (EPA 1987a). This advice was accepted by the then Minister for the Environment and was reflected in the Environmental Conditions set on the proposal.

Bunbury to Augusta Road - Busselton Bypass

Summary: Main Roads Western Australia propose to construct a major road bypassing the urban areas of Busselton. The general route, including feeder roads, was selected by the Main Roads Western Australia in the late 1970s. The route was subsequently gazetted in the Shire of Busselton Town Planning Scheme in 1982. The proposed roads cross a number of watercourses (e.g. the Vasse River), floodplains, a lake gazetted for protection by the Environmental Protection (Swan Coastal Plain Lakes) Policy 1992, and wetlands including palusplain and sumplands. The proposed bypass road alignment ran next to the Broadwater wetland suite which has conservation values identified by the System One Report and by waterbird surveys coordinated by the Royal Australasian Ornithologists Union. A significant section of the bypass road followed an old railway line route containing locally significant vegetation.

Baldivis Tailings Pond Rehabilitation Project and Effluent Management System Upgrade

Summary: Western Mining Corporation Limited (WMC) operates the Kwinana Nickel Refinery (KNR). Liquid effluent from the refinery is discharged into a lined tailings pond at Baldivis. In 1979 the pond was found to be leaking, leading to contamination of the groundwater beneath the site.

Boddington Gold Mine: Rehabilitation strategy

Summary: The Boddington Gold Mine was originally assessed by the EPA in 1985. The EPA has subsequently assessed additional project expansions for the mine. Pilbara to goldfields gas pipeline

Summary: The Goldfields Gas Pipeline Joint Venture participants propose to construct a buried pipeline from near Onslow to Kalgoorlie, via Newman in the eastern Pilbara. The pipeline would transmit gas from the existing Dampier to Perth gas pipeline to the Pilbara and Goldfields regions, initially for power generation at minesites owned by the participants. Six lateral buried pipelines would be constructed from the main pipeline to deliver gas to the proposed gas-fired power stations at the minesites. The pipeline would have the capacity for other developments by energy consumers along the route in the future.

Summary: In April 1992, the Minister for the Environment issued a statement that a proposal to build a hydro-electric power station on the Lake Argyle Main Dam of the Ord River and transmission line could proceed subject to a number of environmental conditions and commitments. The proponent for this proposal, Argyle Diamond Mines (ADM) decided not to proceed with the proposal at that time. In 1994, the proposal was taken up and modified by the Ord Hydro Consortium, and the proposed changes were referred to the Minister for the Environment. In February 1994, the Minister for the Environment requested the Environmental Protection Authority to initiate investigations and provide a report to him under Section 46 of the Environmental Protection Act. The EPA has reported to the Minister (Bulletin 756) and environmental conditions are being finalised.

Summary: The Lake Tamworth Partnership propose to mine peat in Lake Tamworth which is located in Baldivis, approximately 40kms south of Perth. The lake is listed for protection in the Environmental Protection (Swan Coastal Plain Lakes) Policy which prohibits unauthorised filling, mining, drainage or effluent discharge into nominated wetlands. The proposal was the subject of a Consultative Environmental Review with a four week public review period.

Smoke Creek alluvial mining further expansion, Argyle Diamond Mine

Summary: Following a trial alluvial mining operation in the mid 1980s, Argyle Diamond Mines Pty Ltd (ADM) received approval from the Minister for the Environment to develop an alluvial mining operation in Smoke Creek on 12 July, 1989. The approval was subject to a number of legally binding environmental conditions, including a condition requiring the proposal to be limited to the headwaters of Smoke Creek, as shown in the Notice of Intent submitted in 1989 (Argyle Diamond Mines Pty Ltd, 1989). The 1989 environmental conditions have now been cleared following the completion of that mining operation.

Titanium dioxide pigment plant debottlenecking

Summary: The Tiwest Joint Venture (TJV), the proponent, proposes to increase the production of finished titanium dioxide pigment at its Kwinana Pigment Plant. The Tiwest Joint Venture has requested changes to Condition 1 of the Ministerial Statement of 26 April 1989, relating to the Pigment Plant. Condition 1 restricts the original plant to 54,000 tonnes per annum of finished titanium dioxide pigment, as assessed by the Environmental Protection Authority in Bulletin 373. The proponent now proposes to undertake a "de-bottlenecking" process so that the plant can be rated to 64,000 tonnes per annum of finished titanium dioxide pigment.
